Craftsman dyt 4000 blades won

My husband purchased an old Craftsman DYT 4000 from a guy he works with last summer. We replaced the carb and it ran good and cut great last summer. We used it for the first time this spring last week. Now the blades are turning but not really fast like normal. It isn’t cutting the grass, just pushing it over.
